Dear Neil, I have a pecan tree that no longer produces pecans. It merely causes a lot of debris all over my patio. Should I cut it and plant something else? Early Thursday morning, the House narrowly passed the GOP’s budget reconciliation bill with a vote of 215 to 214. The bill included some last-minute revisions that would cut federal benefi ts and civil service protections. Only four of the six provisions placed in the bill from the House Oversight Government Reform Committee remained in the House-passed version.
