The Texas Water Development Board (TWDB) is currently administering the second cycle of state and regional flood planning for the 2024–2028 period. As part of this initiative, the Upper Rio Grande Regional Flood Planning Group (RFPG, Region 14) is tasked with developing the 2028 Regional Flood Plan.
