Horticulture is not a precise science

Body
Dear Neil: My HOA is giving a neighborhood a heads-up on enforcing lawn violations. I have lost much of my lawn to shade, slope, erosion, and drought. Who can I contact to assess my lawn and recommend what to do? I’m puzzled by whether I can reseed, or whether I should sod, and also if I should plant St. Augustine or Bermuda? What about buffalograss?
