Regular City Council Meeting, Tuesday, March 15th, 5:30 P.M.

Notice is hereby given that the City Council of the City of Alpine, Texas will hold a meeting at 5:30 P.M. on Tuesday, March 15th, 2016 in the Council Chambers, at 803 West Holland, in the City of Alpine, Texas for the purpose of considering the attached agenda.  This notice is posted pursuant to the Texas Open Meetings Act. (Section 551.043, Texas Government Code).


Members of the audience will be provided an opportunity to address the Council during Public Hearings and during Action items. Please speak into the microphone located at the podium and state your name and address. If you have a petition or other information pertaining to your subject, please present it to the City Secretary. State law generally prohibits the Council from discussing or taking any action on any issue not included on the agenda, but, if appropriate, the Council may schedule the topic for future discussion or refer the matter to staff. NO PERSONAL ATTACKS ON COUNCIL MEMBERS OR CITY STAFF WILL BE ALLOWED. The Mayor and/or City Council Members may call a Point of Order to stop Personal Attacks. If an individual continues to personally attack an elected official or staff member in a meeting, they may be barred from speaking at future meetings.

     Council has been furnished with background and support material

     on each item, and/or it has been discussed at a previous meeting. All

     items will be acted upon by one vote without being discussed

     separately unless requested by a Council Member, in which event

     the item or items will immediately be withdrawn for individual

     consideration in its normal sequence after the items not requiring

     separate discussion have been acted upon. The remaining items will

     be adopted by one vote.) –

    A. TDS Telecom – Analog to Digital Conversion – Local Cable

         Services in Alpine (E. Zimmer, CM)

    B. Review Draft of Audit with Gibson/Ruddock (E. Zimmer, CM)

    C. Provide an update and discuss the key items of the Brewster

        County Central Appraisal District Board of Directors meeting held

        March 9, 2016 (R. Stephens)

    D. City-County Initiatives Update (J. Gonzales)       


Action items to be accompanied by a brief statement of facts, including where funds are coming from, if applicable. (Action items limited to (up to) 10 per meeting.) (Citizens are allowed to comment – limited to 3 minutes – after being called upon by Mayor or Mayor Pro Tem. Citizens are required to state their name and the Ward in which they reside. Priority will be given to citizens of Alpine and those who own businesses or property in the City. Individuals who do not live in, or own businesses or property in the City limits of Alpine, will be allowed to speak if there is time available.)

   8. Discuss and Consider approving the Country Club Lease with

       requested modifications from the Country Club Board. (E. Zimmer,

   9. Discuss and Consider approving a special meeting date of March 29th,

       2016, to accept the FY 2014/2015 audit. (E. Zimmer, CM)  -


 10. Discuss and Consider approving a Resolution for a Homeland

       Security Grant application, to be submitted to the Office of the

       Governor, Criminal Justice Division, for the Mobile Communications

       Project to be operated for the year 2016-2017 for our Police

       Department. (E. Zimmer, CM) -


 11. Discuss and Consider approving a Resolution for a JAG (Justice

       Assistance Grant) application, to be submitted to the Office of the

       Governor, Criminal Justice Division, for the Border Security Project

       to be operated for the year 2016-2017 for our Police Department. (E.

 12. Discuss and Consider a budget amendment to reinstate the remaining

       balance of the funds that were originally budgeted, by Resolution

       2006-04-018, but not spent, on American Legion and Pueblo Nuevo

       Parks ($88,000 - $44,000 for each park), divided over the next eight

       Years. (J. Gonzales) -


 13. Discuss and Consider replacing current Alpine Public Library

       representative, Councilor Julian Gonzales, with Councilor Cynthia

       Salas, to represent the Alpine City Council on the board. (J. Gonzales)
